I write amidst the heavy rains pouring outside brought by Typhoon “Frank†with splinters of dead branches and ripe mango fruits occasionally falling in our roof. It is unthinkable that such an occasion, as the height of another natural phenomenon will compel me to write and reveal the thoughts running through my mind. As early as 3 AM, I lay fully awake as thoughts of our mango trees might not withstand the strength of â€ÂFrank†and leave my household unprepared for the circumstance. Previously, there has been an increasing tempo of the gusty wind and the rains and I can only tell it is once again another stormy day. With the power out, and water temporarily unavailable, the options of how to spend a stormy Sunday are narrowed. I can just finish reading a book which I just did or begin another piece of article– something I have been unable to do quite lately. Now, there is no more excuse.

My official travel to attend to one of our cases in Cebu City last May gave me the opportunity to go home even for so short a time. As always, I have been fascinated by the sight and sounds of the Queen City of the South as nothing compared to other cities. But still I longed for home. I had only the weekend to spare and being with familyâ€â€I can only count the most important activities I can manage. But never can it be missed outâ€â€those early Sunday morning walk or jog along the familiar streets of San Miguel, Solano, diversion Road, San Roque and finally the beaches of Sto. Niño.

This time I wanted to pass by the neighborhood of San Roque before reaching Bachelor because it has been a long time since I walked this path. I caught sight of the pre-existing structure of what is New Leyte Edible Oil and again quite reminisced that in my younger years, this has already been part of Tanauan and of its beaches beyond. I refer to it as “pre-existing†because as far as I can remember, it has already been there and if I’m not mistaken, even before I was born.

When I was in my teens, I do remember seeing a big structureâ€â€cemented piece of a ruinâ€â€that was slowly being eaten up by the waves and the sand. As years passed and to date, what remains is a relatively small portion of it on which the waves still pound and crash into. In a young mind back then, I do remember that this cemented structure appeared to be formidable and quite incapable of being submerged into the waters as we even walked through it in our leisurely pass to the other side of the beachâ€â€farther to and beyond the “pantalanâ€Â. Now nothing will seem formidable and indefatigable in natureâ€â€as in this case the force of the tide and of the waters will impose itself consistently on this structure like any other. Nature indeed.

What caught my sight and what will again put me into agitation is the unpleasant sight of the sewage that no longer discretely flow from the exhaust vents or holes of New Leyte Edible Oil. It was in open view or “plain view†of any passerby and the pool of putrid water with trash combined in an enclosed space leaving it stagnant is something that cannot just escape my eyes. I looked at the source and found it very clear that again this company has again deceived or cheated us, of its social responsibilities or to be precise– environmental responsibilities! For even if they are granted an environmental clearance, I do not believe that obtaining such and the responsibility that comes along with it ends and cease upon receipt of the certificate or whatever piece of document is issued by the regulatory agency. The essence of compliance or if indeed there is an honest attempt to comply in good faith to the requirements of compliance is best seen or confirmed in the daily actual operation of this business entity up to the detail of its sewage management and that early Sunday morn is one ordinary day in its normal business life where this attempt at compliance can be gauged. There I saw the lack of effort to comply!

Previously we had a similar article that featured this predicament in Brgy. Sto. Niño affecting our waters and I was made to understand that the water that goes out from this industry is already “treated†and hence safe to join our seas. Since the said blog was published, and considering the present situation, I do not know if this view will still hold. If treatment was the word that will save this industry from compliance to the requirement to dispose of its sewage en route to our waters then why is it that it is not only water that spoils the sight? There is trash everywhere and the depository of this sewage and trash only gets worse each day! A word of caution to everybody—the pool of murky and putrid water with sewage combined is temporarily separated from our beaches by a cemented structure but by the force of gravity and law on inertia, the ultimate repository is our open beaches! Now, I know why one will no longer see people bathing or enjoying the waters in this side of our beaches. Now it is apparent why most of us will prefer passing through Sto. Niño and directly to Bachelor’s Beach only to avoid this sight.

The thought of taking a dip in our refreshing waters has always been a respite for a traveler like me but I choose to contain myself on that fateful day. There is another time. I would always receive mild scolding from my mother in not being able to contain the urge to take to dip but surprisingly, on that day I was in control. For how can one be unable to contain himself? In that side of the beach, just behind the notorious industry, pollution is apparent, starkly believable and merciless. In this side of the “pantalan†it is deserted because one cannot possibly enjoy the waters and the waves with the thought of all the litter you have to see. Just imagine the adverse consequence to one’s health or say what about if little children will bathe in this side of the beach?

In comparison, the other side of the “pantalan†seems to be fine, externally or just by plain view. I saw a few individuals enjoying themselves in the waters and I had this feeling of momentary relief or was it resentment? Because you would agree with me that the waters in that side of the beach are no less different from the same water that presents itself as the direct repository or conduit of the waters and litter coming from the exhaust vents of New Leyte Edible Oil! If we take pride in our beaches, then saving it from pollution must be on whatever side one may be situated, before or beyond the “pantalanâ€Â, from where folks and tourists tend to flock to where people seldom tread by reason of the unpleasantness that confronts them!

I may be far away but attention to details has not escaped me. I just feel that something should be done to this industry who shamelessly profits at the expense of the pollution it discharges to our local waters. I would like to give them the benefit of the doubt that this area in management could just have escaped them, but I shake my head at the thought that this issue has not cropped up only now. And what a shallow excuse they will labor to present in defense of an obvious poor response to this aspect of compliance. At this point, the company’s capacity to comply with its environmental clearance is questionable and even suspicious. To my objective and personal view, I do not think there is a faithful effort to comply at all, otherwise why allow such a sight to be witnessed by just anybody indiscriminately. And this happened in broad daylight, in the fresh Sunday morn! What about the period of dusk to the crack of dawn? What if the operation continues 24/7? Is this not plainly catastrophic? And this has been going on for years as I can remember! I think this is worse than typhoon “Frank†or “Milenyoâ€Â. This is a typhoon in residency unless something urgent is done. Even the term urgency is already ironic. How urgent should an effort be in response to a man-made calamity that has attacked when I was just learning my ABC?

Again this calls for a conscious supervision of our local government as the regulatory body over local industries and businesses. This industry might be prompt and updated in paying the local tax and dues (I just cross my fingers) but I think a few will agree with me that revenue is not all that matters. When the danger and the damage far outweigh the benefit, I do not think there should be tolerance for entities with poor compliance to regulatory environmental requirements.

We do not have to be of radical makeup to urge us to address this issue or be far secure in our monoliths to be unfeeling and refrain from resorting to positive action. But as the old Latin maxim says way back in law school which is appropriate for the sight I was able to behold “res ipsa loquitor†meaning “the thing speaks for itselfâ€Â, what is there left to say? I suggest only the statements “What are we waiting for?†and “It’s time to draw the line.â€Â

I think we now need to move forward and start the ball rolling on how we can help preserve the beaches in our beloved hometown. Mga pips your suggestions please….

If we take Mayor Tiu’s word, the bureaucracy should have moved sometime ago and we may now see some results in terms of a cleaner effluent coming out of the plant’s sewage pipes. That said, the next step is to check whether the wasterwater being dumped on the beach is clean. If it is, then we can perhaps end the discussion on this issue on a positive note. If not, then we keep the arguments and blame game going.

OK. thank you for sharing my frustration. Taga San Roque ka man ada. If you find time pakadto ha may sabang pakiana kun guin unanho an paghimo didto ha breakwater nga waray ngani tuigi. P500,000.00 adto an kantidad siring han aton mayor.

kon may-ada nimo makusog nga ebidensya hin anomalya, kiha-i it nga mga involved hiton nga project. sagdon ko la ha im, imbis na puro la it im dinhi pag-akusar.

waray ko dinadapigan hini na isyu. pero waray hiton na imo reklamo hingangad-tuan kon puro la it im publicity dinhi.

Be sensible enough to react on some issues..Everybody wants Tanauan a good place to live…But the big question is..Ano an imo maupay na nahimo o na contribute para han kauswagan han aton bungto?…Sometimes we need to be bias to people who are doing their best to make the town more developed and worth living…Too much bad criticism is very discouraging…Be fair people…

May ada kita Demokrasya.Karuyag sidngon free speech etc. Kon iton igpopost nga mga isyus (criticismos) ay limitado,dire na iton demokrasya.Ngan uunanhon iton pagpahibaru-i nga diri tama o tama iton nga isyu kon dire ngatanan nga isyus ipopost?

Ngan usa pa. Karuyag mo sidngon nga an mga waray nahiamot ha bungto “they’ll just keep their mouths shuts”! What is this? Is this the same to what somewhat has suggested that ” those who are not voters don’t have the right to express their comments or say anything about what is going on in town”.Alright they are not voters or did not vote during the local elections.But is someone sure that they also are not paying the local taxes? Just asking??

DEMOCRACY is freedom but we are bound by the rules and regulation of the land kagaya ng freedom of speech, may limitasyon din yan sulodnon..ang demokrasya ay may limitasyon so di lahat ng gusto nating gawin ay pede..kapag ang iyong sasabihin ay makapanirang puri na po at wala kang sapat ng basihan sa mga pag aakusa mo, meron po tayong mga batas na tutugon dyan.pede ka rin balikan ng iyong inaakusahan, itanong mo na lang po sa mga abogado kagaya ni atty gempis.
pede mo ilabas ang iyong nalalamang anomalya sa husgado para naman maging legal ang pag kwestyon mo sa ma anomalyang proyekto kung ano man yan..para rin maproteksyonan ka ng batas at sa ganun ay makapag hain din ng counter affidavit ang nasasakdal.ganun lang po yun, kasi pag dito lang po tayo daldal ng daldal, wala puro tsismis lang yan, kakahiya tuloy sa mga bisita natin dito sa blogsite, your just damaging the reputation of tanauan..kasi ang critisism/ comments is a good sign of being part, involve and aware, may it be bad or good critisisms, as long as it should be in a constructive way, not damaging to ones reputation or damaging to a community,..ganito nalang gawin mo, file a case then let us know so we can support you.. well if you have a sincere intension to do so…

sulodnun, yung taga tulay mismo is the witness,so how come walang evidence or witness. nandun sya ng mangyari ang krimen,katabi nya ang sinabihan ng mayor and narinig nya talaga, as what he’s saying in the net.if his information is true, then you have a strong witness because its a first hand information, di ba? if what his saying is really true, then his a cridible witness, i think your more knowlegeable on the legal matters! so go at kunin na yung taga tulay and file a case now, and i will be behind you.. if what he’s saying is true…
anyways, lapit na nga fiesta sa tanauan, tara na! sakay na! pamatron kita kanda harani ha tulay or kanda mayor, mag amyaw la ada hira..sige na gud ada pan bitad hit biray yana! ngan pan polish hit mga aparador!

I really believe Taga Tulay is not lying. But the thing is he can’t present any proof.Proof like an audio recording could be his arm to prove his accusation. And besides nobody is gonna side with him.Most of the taga bungtos are really gung ho on the mayor. Luck is not with you Taga Tulay!!! Yet!!!

So it stays that way: Someone squealed on the mayor.The mayor got so HORNY he even posted his ires on the wrong page!On the “GREETINGS” page!! Or maybe he was just trying to really bent his smoking nose where Taga Tulay posted what the mayor said!! Very funny!! Anyways Taga Tulay let the cat out of the bag and there seems to no way of getting the cat back inside the bag. Mga ciudadanos han bungto han kamagaraman,be on guard against manipulating and sweet talking politicians. If the planned work on the erosion prevention of the seawall is not watched carefully,then the problem will stay as is. So open up your eyes-wide and check the quality of work being done.This is for everyone’s good!!

The work on the erosion prevention is not for the local government to execute.It is to be done by the Public Works.So the local politicos have reasons to say they are not responsible for the job.Right!! But THEY-the PEOPLE OF THE LGU has the duty to make sure the job is done RIGHT!! O.K.??

makar, hulata nala nga kumandidato hi ms/mr. sulodnon, life is a cycle. it akon la damo it aringasa, baga hin di lata nga makala-kala(kay kulang hin sulod). balitaw gad baga na hi Lolit Solis. mahulat la ako kun hin-o ba it mapapel nga piolo o sam melby para at least me bag-o nga kiritaon ha tanauan. it akon la madali la pagbiling hit sayop hit iba. labi na kun aada ha public office. bis diin nga bungto me ada corruption, bis diin nga nasyon me bribery. it’s part of the culture na, magdia ano it iyo aringasa, diri iton makukuha ha mga pinoy. kun ma-diskubre man it usa, mautro na liwat it masunod. bis ngani ha vatican me mafia, it tanauan pa. mas gusto ko pa magbasa hit mga chismis hit mga extra marital affairs hit mga sikat ha aton. kumbaga mas entertaining, di ba?

Halimbawa ang erosion ng bay area na tinapal-tapalan lang ng konting cemento ang ibabaw at ngayon e gagastusan na naman ng taxpayer’s money!!! It is a fact that bribery or corruption is an integral part of politics.But are you just going to sit and accept it-that progress of the town is slow because of that DISEASE-CORRUPTION?? Salamat sa reactions mo..pero my point is..wag naman kayo one sided..kahit you are in the opposition party…Nakikita nyo lang puro mali…you can shout to the world..it mga baho nira..pero segurado ka sa mga accusations? Pls examine yourself…Hindi dahil tax payers ka, pwede muna laiitin o murahin ang ibang tao? Kung sayo gawin yan..diba masakit?..Common…seguro naman educated ka…please give them a chance to explain in a right place before you give the final verdict….Be fair..I am not a politician, but I appreciate Mayor Tiu for visiting this website just to explain his side for those accusations..He is trying to listen to us…Why not give some suggestions, hindi puro panunumbat…Do you think it will help??

Bad criticism for me is simply giving accusations without evidence..puro paninira lang..at mga personal na banat..from a baseless gossip..para sumikat lang at may masabi…

FYI. waray tetanus iton tunok hit harupay…aada ito nakukuha ha mga butang na naka expose ha tuna ngan may tauy..OK

Like you (and all the others who are gung ho on the mayor) I also appreciate all the good accomplishments of the mayor!! (No I am not gung ho on him!!) And I am not with the opposition nor with the majority!! I am with the group that abhor DISHONESTY!!
Claro na ang politics sa Pinas ay kakambal ang corruption at wala akong naaaninag na liwanag na ang salot na yan e mawawala . Naalala ko tuloy nung naroon ako sa malayong lugar.Ang sabi ng mga tao roon:CORRUPTION IS PART OF OUR FOLKLORE!! Ang isang makina ay di maaaring umandar kung walang “GRASA”. Amen to that!!

You are saying “bad criticism for me is simply giving accusations without evidence..puro paninira lang ..at mga personal na banat..from a baseless gossip..para sumikat lang ang may sabi”. Do you honestly BELIEVE that Taga Tulay would be inviting somebody to Sabang,wherever it is, to see the bad lousy work if he is lying or just want to become sikat?? ( READ HIS POSTING ON THIS PAGE DATED JULY 22.HE EVEN HAS SOME FIGURES THERE. PHP500.000 .) That crappy work is a stark evidence of wasted taxpayer’s moolah!! So what can you say about that huh??

The town head doesn’t need any advices from the ordinary mamayan. He won’t lend an ear.He is surrounded by his political advisers and they are responsible for all suggestions/recommendations on everything that crops up everytime they have meetings.He always has the final say.And not all of them are sound!! And nobody has the nerve to remind him that he is not right.Why?? Because all of them are REALLY GUNG HO ON HIM!!

No one can blame Taga Tulay in what he did.It is his right-right to voice out!! And he has the proof - the crap done at Sabang.It is not only him who sees the CRAP!! The problem is some mentality that exists among the townspeople. “PABAYAAN NA LANG NATIN YAN,NANDIYAN NA YAN”. REALLY?? THIS IS DUMB!!

Now this is just a suggestion: I’ve been to other parts of the world and have seen that when people are “ONE” even the head of a nation can be ousted-in a peaceful manner!! None of the guns! In Tanauan this not going to happen because ang ating mga kababayan di maaaring magkaisa upang gisingin man lang ang nakatulog na public servant. O tatanungin mo ako: Ikaw anong magagawa mo?? Meron. Kaupay man hine. Ano it design hito nga seawall? I just hope that this will not be another waste of money just like the one which the local government o f Tanauan funded in the previous years when it build breakwater which turned to be broken down by the water instead of breaking the water. It is still very fresh in my mind when our beloved mayor announced that the local government had allocalted .5M for the construction of breakwater in San Roque partivularly in the Sabang area. One of the participant in that gathering where the mayor announced that had asked what was the design of the breakwater to be constructed? Our mayor just did not bother to answer the question, basta maayad na daw la. Di orosahon kay hadto nga panahon mag-e election tha following year. When Mayor Tiu was about to leave the gathering, he approached the one who asked the question and said that. Ayaw na la hin aringasa. I happen to be beside that person so I have overheard what the mayor said.

Ha dayuday, nag ayad hin breakwater. TRUE enough, the fear of my friend came true when big waves came, the BREAKWATER was BROKEN DOWN BY THE WAVES kay ano? An Breakwater ipinatong nga mga bato ngan semento ha ibabaw la han tuna ngan basta maka gamit la han kuarta para ma mayada la project nga ipakita.

I home this initial 5 Million will have not be the same as the project which the Local Government did in Sabang San Roque. Kanugon hit kuarta.

I understand and share with your frustration. I guess there are also other factors that contribute to the erosion of our coastal areas.

I don’t know exactly how these breakwaters in Tanauan were constructed. So I don’t want to speculate in fairness to those who designed them. Since breakwaters are primarily designed to absorb the forces of the waves, they are subject to damage. The only question is, how long will it last? If they are maintained properly I guess they will last for years.

BTW, architects are NOT engineers. Architects are for buildings; that is, the design of any building types. Building breakwaters or any similar structures, or anything about shoreline management is the turf of civil engineers, most particularly those who especialize in coastal engineering. So, I will leave the suggestions and solutions to the experts.

It is likely that this factory has a waste water treatment plant. At this time and age that kind of business cannot simply operate without one, environment bureaucrats would see to that. The 64$ question,however, is whether that facility is being used at all. It cost time, effort and money to comply with environment laws. If complying would adversely affect the bottomline, which is profit, then there are ways to skirt or even buy the law and the effect is what the author saw coming out of their sewage pipes and garbage dump.

Whether the LGU or DENR bureaucrats are turning a blind eye on these violations is anybody’s guess. That is why forum such as this blog is a powerful medium to put these slumbering bureaucrats constantly awake and on their toes. HOY GISING!!

Dear Atty. Gempis and my fellow Tanauananons:

Regarding this environmental problem at New Leyte Edible Oil, the same became a subject of investigation already by the DENR after our Municipal Planning Officer, Cecille Morantte Ocado, informed that office of the presence of liquid waste at their sewage outlet.

We were informed later by DENR that the problem has already been addressed.

Just for the information of everyone, this matter on waste disposal is part of the mandate of the DENR and not of the LGU. Such function has not been devolved to the LGU. Anyway, we are not trying to escape and be blind about it and the LGU will act on this and bring again this matter to the DENR. THIS TIME, I WILL PERSONALLY ATTEND TO THIS PROBLEM AND LINK UP WITH THE REGIONAL DIRECTOR OF DENR HIMSELF.

I will also encourage the Barangay Officials to constantly monitor the area and report to my office of any unfovorable sight of the place.

By the way, our coastline experienced again too much erosion caused by big waves in recent months including that of Typhoon FRANK. We immediately reported this matter to the DPWH and I understand that an initial amount of P5M will be allocated to construct a seawall in that area along the Sto. Nino beach.

May I also inform the Tanauananons that our LGU will be concreting the road near that controversial bakery in San Roque and infront of the house of Ernie Teston. This problem saw print in the article written by Ernie that made us to react by asking the operator to first repair their septic tank and this time the concreting of that road.

Furthermore, I am inviting all of you to join us in the Blessing and Opening of our New Municipal Hall come August 8, 2008 at 8AM.

So the controversial municipal building is finally to be blessed!! Thank you Alcalde.Pero pakiana ko la: Kay ano nga inabot hin sugad kahilaba nga mga tuig san-o mahuman iton nga edifico? Diri ba san-o i-execute in usa nga project hiton bungto guin sisiguro nga tama ngatanan hasta iton budget?? Don’t tell me those who did the study/studies were not really professionals and they did a wrong job.Anyways the building is finally done so we’ll just have to be more vigilant the next time there is a public project involving millions of people’s bread.Yes I am entertaining my mind about something! Now comes the problem of erosion. This particular problem could have been solved from the very beginning if the work was done properly and not IMPROPERLY. Where I’ve been (another country) there were some areas I was in where erosion problems were really serious. They solved it by doing the job properly.Not like what is done locally na upang masabi lamang na GINAWA o IPINAGAWA E TAMA NA ANG TABUNAN NG CEMENTO ANG IBABAW. At sa kapanahunan ng pananalasa ng malalakas na hangin at bagyo e kelangan na naman ng panibagong budget. Alam mo nakakahalata na ang taongbayan sa modus operandi na ito.Dapat e baguhin naman nila ang kanilang (politicos) modus operandi. Subalit pag salapi na ang pinaguusapan marami ang di na maunawaan ang mga katagang ” HONESTIDAD”.

And then there is that old nasty bloody problem of that oil factory.IF THE LOCAL AUTHORITIES ARE REALLY BENT ON ENDING THE PROBLEM OF POLLUTION FROM THE FACTORY,IT IS NOT IMPOSSIBLE!! BUT MAN,THE THING THERE IS WHAT IS CALLED ” greasing of the palms”.Not the palm trees. Palms of LIVE HUMAN HANDS!!!!!

You see,the pollution being dumped into the bay waters is very evident. But what has the town authorities done about it? NONE!! Why because probably the owners of the polluting plant would “grease some dirty palms” everytime an inspector would pop up in the plant. But now that evidently those in the municipio are feeling the heat through this blog,they are finally being heard.And they are even hinting that it is NOT THE LOCAL LGU’S RESPONSIBILITY. WE ALL KNOW THAT!! BUT THE DENR WON’T BLOODY HAVE THE KNOWLEDGE ABOUT THE PROBLEM IF THEY ARE NOT INFORMED. ONCE AGAIN THE “B” WORD PLAYED AN IMPORTANT PART.AND IT IS GOING TO PLAY A BLOODY ROLE AGAIN IN THE RENOVATION OF THE PUBLIC MARKET. OF COURSE THE PLANNERS ARE GOING TO PUBLISH ALL THE ONGOINGS ABOUT THE PROJECT BUT MINUS WHAT IS “ALREADY IN THE BAG”!! I was sometime in one Caribbean country.Even small boys there are into drugs. Some laborers lug around their waists ganja leaves.Rolled into balls.Of course the cops are knowledgeable about the situation. But they are( laborers) not worried.The cops there are used to that nasty practice of receiving bribes.One cop was sent to verify about a marijuana plantation. The plantation existed alright. He saw nothing of the plantation.He told his superior there was nothing.Why? Because he saw “HEROES”.His palms were “GREASED” by the plantation owner. Let us hope no palms are greased in the ongoing rehabilitation of the old public market!! Posible kaya ito?? Tanong ko lang!! O huwag uusok ang mga ilong ng mga natatamaan!!! Relax lang kayo kasi sakit na yan ng mga politico.At cancer na yan!!! Cancer in the BLOOD-political blood.Lalo na ng mga TRAPOS!!! O.K. GUYS.
