* Graduate of BS Psychology/Behavioral Science/Law
* Generalist background with broad knowledge of employment, compensation, organizational planning, with emphasis on employee relations
* Has extensive exposure in all facets of Human Resources
* Minimum of 7 years working experience in Human Resources, out of which 3 years in a supervisory role
* Possesses excellent communication, organizational, analytical & decision-making skills
* Highly motivated, self-reliant, resourceful; and possesse a strong commitment and dedication for work
* Must have knowledge and understanding of all facets of payroll principles, methods, systems and procedures
* With knowledge of payroll aspects of government employee benefits policies, procedures and reporting requirements.
* Must be knowledgeable of all relevant payroll, compensation, benefits and income tax laws, regulations and operating guidelines.
* Must be familiar of labor laws pertaining to employee benefits.
* Has the ability to utilize and manage automated payroll and/or human resource information systems.
* With skill in examining and re-engineering operations and procedures, formulating policy and developing and implementing new strategies and procedures.
